Preheat the oven to 350 deg. F. Grease and flour an 8-inch square baking dish.
Melt 1/2 cup of the butter in a medium saucepan over low heat. Remove from the heat and stir in the brown sugar. Beat in the eggs, one at a time, and add the vanilla. Stir in the whole-wheat flour. Sift in the all-purpose flour, 1 1/2 teaspoons of the cinnamon, the baking powder, and the baking soda. Stir to combine. Add the diced apple and raisins and mix well. Pour into the prepared baking dish.
In a small bowl, mix together the remaining 2 tablespoons cinnamon and the granulated sugar. Sprinkle over the batter.
Melt the remaining 2 tablespoons butter in a small saucepan over low heat and drizzle over the sugar and cinnamon.
Bake for 30 minutes, or until a skewer inserted into the center of the cake comes out clean. Cool in the pan on a wire rack. When cool, cut into squares.
