Place peppercorns in a large plastic bag and mash with the flat side of a meat mallet or rolling pin until finely crushed.
Season both sides of steaks with salt to taste and add to bag with crushed peppercorns. Press peppercorns into meat until both sides are coated.
Heat oil in a large skillet over medium-high heat for 1 minute until hot. Add steaks and cook until seared, about 2 minutes per side. Remove from pan and set aside.
In a small bowl, combine marmalade, onion, and soy sauce. Add mixture to the same pan used for the steak and set over medium heat. Bring to a simmer and cook until onion softens, about 3 minutes.
Return steaks to pan and simmer 2 minutes for medium-rare or 5 minutes for well done. Serve steaks with onion marmalade spooned over the top of each.
