Bring water and 1 cup of evaporated milk to a boil in a large deep skillet. Add pasta and continue to cook on high (adjusting temperature if it starts splattering), stirring often for 10 minutes or until pasta is al dente.
Stir in cheese and turkey. Whisk corn starch into remaining evaporated milk and add to skillet. Stir until smooth. Serve immediately.
